An estimate, not a quote. Agencies set their own rates: some charge a higher rate on the first part of the price, and most charge marketing on top. Listing fees, photography and legal fees aren't included in either figure; you'd pay those either way. Ask each agency for its rate in writing.
How agent commission is worked out
Most New Zealand agencies charge a percentage of the sale price, often between 2.5% and 4%. Some charge a higher rate on the first part of the price, and some add a fixed administration fee. GST of 15% is then added to the commission, and marketing is usually charged separately.
